Can you help me understand this?

Hi all, I'm working on a computer and I get the following set of commands in a command prompt window every time it boots. I can't figure out what they mean and thought perhaps you could shed some light. The first line reads as follows: Uninstalling EPALink32. (This one stays on the screen for about 45 seconds) The second thing to pop up us this: Registering EPA Access Controls (this one stays on screen for another 30 seconds or so) The third and final line reads as follows: C:\WINDOWS\system32>C:\rey\sigcap\forcesigcap.vbs (This one stays on for a minute and disappears). I have disabled everything of consequence in the msconfig start-up but this script appears every time I boot. I did notice a folder called REY in the C: directory. Is this some kind of redirect and is it possible to stop this from happening? Once it clears, there is no problem running anything but I'd like to figure out what exactly it is and what it's doing.
