Encoding ANSII -> UTF 8

Hi, I've a Problem with Char Encoding... Maybe you can Help me. I have a string with ANSII, but my MYSQL DB needs UTF-8 Do you know, how I can convert this in ASP on Server based VBS? I tried to convert it in the mysql query, like this: query = "Insert Into tbname (ID, value) Values ('" & i & "', CONVERT(_latin1'" & value & " AS CHAR CHARACTER SET utf8));" But I don't have any success with this. thanks Kai
