Help needed in an asp script

hello,
Im using a windows server, need an asp script that, upon activation, sends the sentence "lights on" to a certain ip address (x.x.x.x) .. is this feasible .. the other machine is not a pc or a server its simple machine with a wireless interface which has an ip address .. thank you
