That strange box on the right

Hey I don't know if this is just a problem on my browser (IE7 1024 x 768px) or if this thing is ment to be here but what is that strange blue outlined box on the right of all the forums?

It is for banners.... Some banner-exchanges have a setting, when there are no banners available tat that time it won't display anything...so sometimes it is filled with a banner, other times it is blank... S.
