ok this is just a question, does anyone know what's the most reliable expedient to measure time, is it laser, pulsar, or quartzcrystal?  I just need to check

The answer isn't as simple as that. Plus what are you measuring the time for? Julian time is based on astronomical positions and is excellent for performing calculations on the subject. Adversely, for Applied physics, Time based off of the Cesium atom is more appropriate:
