Instead of using an HTA to display your message, and giving the individual a choice of accepting it or not, why don't you just use the Security Option for "Interactive Logon"? This is what most business' use at the beginning of the logon process. As soon as you hit "CTRL + ALT + DELETE" the message is displayed to the user. They are only given the option to click OK, but if they don't agree then they don't login. If they login, they are agreeing to the policy. No logging is required in this process since they agree to the policy if they decide to login. This is located in the Administrative Tools, Local Security Settings, Security Options, Interactive Logon: Message text for users attempting to log on.
