I did a search before I posted and all I found was a post about doblock.exe.  That utility fulfills 2/3's of my requirement because it doesn't block the Ctrl-Alt-Del sequence.

This refers one to AutoIT.  Only real way of being able to disable keyboard/mouse reliably via software.
I found this by searching for disable keyboard and following the second link displayed.

Have a great day!

Just as a FYI ...

Well, I've joined the AutoIt V3 forum and AutoIt has some pretty neat functionality, but it doesn't disable Ctrl-Alt-Del for a Windows XP Pro SP2 client.  MSFT in their wisdom intercepts CAD before you can get to it and the only real way of accomplishing a CAD inhibit is to write a GINA stub or your own keyboard driver.  Well, I haven't got time to write either one and I'm definately not interested in writing a KBD driver, but the GINA stub looks kind of interesting -- I just don't have the time to do it because we have to roll out AHLTA 838 within a few business days after 15 Sep 2006.  My entire exercise here in modifying my post logon VBS script is to support this 838 roll out.  838 is a clinical client application that is used by approximately 680 of our 1100 users.

The 838 deployment team wanted me to create a kind of 'time-out' period for the 838 users when the log on the first time after the 838 SMS push.  During this log on time I will start 838 and it will transfer their old 837 profile settings and what not to the 838 environment.  This can take from as little as 2 - 3 minutes for some users and up to 30 minutes for our physcians.

I'm thinking I will use a combination of AutoIt and my own postlogon VBS script to accomplish everything I need to do.
