DM is right that the docs will explain it, but the quick and dirty:

Mid - Get a substring from the middle of the string. The 2 says to start with the 2nd character in the string. Since there is no end character specified it will go to the end of the string.
Join(arrTemp, ";") - Take an array and put it together into a single string putting a ; between each of the elements
