It seems Adobe has released a public beta of a cross platform runtime engine which is similar to HTA.
It is code named "Apollo", released as AIR.
It renders HTML, javascript, and flash as a local standalone trusted application, similar to HTA.
It requires an SDK and Java to develop with it, and it compiles to an EXE with an installer, but is very similar to the development cycle of HTA.
It does not require Java to distribute the executable.

Let me know what you think. I just found this and I am checking it out. (It has MacOS runtime as well)
