I am trying to create a message box that asks a question and based on clicking "Yes" or "No" it will launch a second script. Is this possible? My VBscript knowledge isn't much and all I can really do is give the user prompts based on what they click.

Look at the documentation for MsgBox and search for it...you'll find examples.
